Who are Holdovers?

Holdovers, jurors who have served one term and agree to be held over for a second (consecutive) term, are a vital aspect of grand juries. They bring the knowledge and experience of their first terms with them and can help guide the new jurors through training, complicated legal requirements, and the general process of investigating and reporting.
